Register Securely combines strong authentication, encryption and privacy-led journeys with the operational visibility electoral teams need to run the annual canvass with confidence.

Electoral registration asks a lot of a digital service. It has to protect some of the most sensitive personal data a council holds, and it has to do that while inviting thousands of residents — of every level of digital confidence — to respond quickly and without friction. Get the balance wrong in one direction and you create unacceptable risk. Get it wrong in the other and residents abandon the journey, driving up failed responses, avoidable contact and manual re-keying for already-stretched electoral teams.

Register Securely is built to hold both of those truths at once. Its protection is not a single locked door bolted onto a form; it is a layered model in which authentication, access control, encryption, session protection and monitoring work together — and in which the resident’s journey itself adapts to what they tell the service. The result is security you can feel confident in and a response experience residents can actually complete.

Strong household authentication, without the friction

Access to the online service requires two independently generated security codes together with the property postcode. That combination is deliberately hard to guess or reuse, yet entirely practical for a resident working from the information printed on their canvass communication — no account to create, no password to remember.

Behind the scenes, the service watches for misuse. Repeated incorrect attempts are recorded, and after the permitted number of failures the household record is locked. Electoral teams can see locked accounts directly in the administration portal and release an individual property when it is appropriate to do so. Rather than allowing unlimited attempts against a household record, the platform gives teams a clear, controllable response to attempted or accidental misuse.

Privacy controls that respond to the person in front of them

One of the most important safeguards is built directly into the response journey. When a resident tells the service they no longer live at the property, Register Securely does not display the names of the people who currently live there. The journey shortens itself to gather only what is needed from that former resident, and nothing more.

Crucially, this does not depend on an officer spotting the situation after the fact. The restriction is applied immediately, at the point of access. It is a practical, automatic form of data minimisation — one that quietly prevents unnecessary disclosure in exactly the scenario electoral teams know can arise: when a communication is redirected, kept by a former occupant, or reached by someone with a past connection to the address.

Sensitive data stays under local authority control

Data is encrypted while it travels between the resident and the Register Securely server. Sensitive information held on the server — including a National Insurance number supplied for a new resident — is then separately encrypted, and the local authority holds the key needed to decrypt it within Elector8.

This is what allows the platform to collect the information required for a fuller registration application without ever treating sensitive data as ordinary form content. The National Insurance number field is only made available once the required encryption key has been created and activated, tying the collection of the data directly to the configuration of the EMS. The council stays in control of the key, and therefore of the data.

Minimal data, controlled retention, UK hosting

Register Securely holds only the information needed to let an authenticated resident confirm or update the relevant household — and no more. Once the annual canvass process is complete, the local authority can remove that data from the server entirely.

The service is hosted in a secure UK data centre and is subject to active threat monitoring and regular vulnerability scanning. Session cookies protect the integrity of each user session and help guard against cross-site request forgery. Security here is not a one-off certificate; it is an ongoing, managed posture.

Security is also about data quality

For an electoral team, a secure response is worth little if the information arrives unclear, duplicated or routed to the wrong place. Register Securely uses guided questions and timely warnings to head off the most common mistakes. A resident changing a name is prompted to confirm they are amending the same person, rather than accidentally overwriting a former occupant. Someone who has moved can be removed with a reason, while a genuinely new resident is added through a separate, deliberate process.

The service also knows the difference between a routine update and a significant amendment. Changes to contact details can flow straight through as newer information, while changes to identity-related fields can be held for manual review. Security and accuracy reinforce one another: automation carries the low-risk changes, and professional judgement is preserved exactly where a change carries more weight.

Clear visibility for the people running the canvass

The administration portal offers far more than a tally of completed responses. Teams can review log-in attempts, identify locked users, see address clarifications, monitor the mode of registration, and distinguish full applications from partial ones. Where deeper analysis is needed, response and feedback data can be extracted.

That visibility matters because secure digital services still need active management. A resident may mistype a code, query an address, or submit an application without every piece of information. Register Securely surfaces these exceptions so the team can act on them — rather than leaving failed or incomplete journeys hidden somewhere inside the platform.

Secure self-service that creates capacity

When residents can complete valid no-change responses, household amendments and new-resident details through a secure self-service route, electoral teams spend far less time receiving and re-entering routine information. Where a new resident provides both a date of birth and a National Insurance number, the application can move straight into the Determination workflow in Elector8. Partial applications follow the potential-elector process and can be chased appropriately.

This is the point at which security stops being a barrier and becomes an enabler. Strong controls give councils the confidence to offer a convenient digital route, while integration and workflow rules make sure the information is genuinely useful by the time it reaches the electoral management team.
